Desirous to ensure appropriate practices in the fields of Procurement, Environmental and Social Standards in both public and private sectors, the World Bank initiated the Sustainable Procurement, Environmental and Social Standards. The objective of the programme is to ensure that people, especially professionals in these fields have adequate knowledge and proficiency in Procurement, Environmental and Social Standards practices.

The Centre of Excellence in Sustainable Procurement, Environmental and Social Standards (SPESSE) of the University of Benin, one of the six Centres approved by the World Bank and the National Universities Commission (NUC) in the Country invites applications for admission into its Executive Short Courses in Procurement, Environmental and Social standards.  The Executive Short Course is an in-service capacity development program for public servants, policy makers/formulators, private and civil society personnel, graduates and the unemployed who are active in procurement, Environmental and Social responsibilities and/or wish to acquire professional skills to foster understanding, knowledge, and skills in the discipline.

Application is invited from qualified candidates into the following short courses:

  1. Executive Short Courses in Procurement Management

Course Modules: Some of the course modules include the following: 1) Legal, Regulatory and Organizational Framework for Public Procurement in Nigeria; 2) Procurement Management for Goods; 3) Procurement Management for Works; 4) Strategic and Operational Procurement Planning, market research, market engagement and cost estimation; 5) Selection and recruitment of Consultants; 6) Performance based procurement of Non-Consultancy Services; 7) Procurement for design, supply and installation of electro-mechanical plant; 8) Advanced contract management and assessment of vendors performance; 9) Monitoring of procurement and contract management, performance and monitoring by civil society (CS) organizations; 10) Procurement Audit; Sustainable procurement (Economic, Social and Environmental considerations; 11) Training for the Private Sector and MSMEs on how to track, bid for and win Public Procurement.

Course Modules: Some of the course modules include the following: 1) Fundamentals of Environmental and Social Assessment Process in World Bank projects; 2) Environmental  Management Framework, Policies, Legal and Regulatory Framework in Nigeria; 3) The World Bank Safeguard Policies on Environment and sustainability; 4) Environmental and Social Framework (ESF) of the World Bank; 5) Environmental and Social Standards in Multilateral Financial Institutions (MFIs) – AfDB, IFC, GEF and WB 6) The Environmental and Social Standards 1 : The ESA process; Methodologies and Tools; 7) Development and Implementation of Environmental and Social Management Plan (ESMP) and Environmental and Social  Commitment Plan (ESCP); 8) Development of Terms of Reference  (TOR) for ESIA Report; 9) Techniques for reviewing ESIA/ESMP report quality; 10) Sustainable Management of Municipal and Industrial Wastes.

  1. Executive short courses in Social Standard

Course Modules: Some of the course modules include the following:  1) Theories, principles and concepts in social standards; 2) Basic statistics for social standards practitioners; 3) Comparative cross-cultural social standards; 4) Social standards policy and planning, 5) Social standards and environmental standards; 6) Social standards and procurement; 7) Social standards and gender; 8) Social standards in the education sector; 9) Social standards in maternal and child health; 10) Social standards and vulnerable groups; and 11) Social standards and family welfare.

Admission Requirements for Executive Short Courses

Applicants should possess at least a bachelor’s degree or National Higher Diploma from any discipline in the Sciences, Engineering, Social Sciences, Management Sciences or Law. Additionally, applicants are expected to be staff of either government or private sector organizations engaged in procurement, environmental and/or social (PES) services. Entrepreneurs and graduates who want to acquire professional skills in PES management can also apply.

Mode of Delivery

The curriculum will be taught through classroom contact, online, multimedia resources and presentations, interactive sessions, capstone case studies and participant feedback mechanisms.

Course Progression

Credits obtained from modules taken in Executive Short Course programmes may be deployed toward partial fulfillment of the requirement for award of Advanced Diploma certificate.

Examination/Assessment

A certificate of participation is awarded on completion of any executive short course.

To earn a certificate of proficiency in any of the 3 standards, a candidate is expected to attend a combination of 3 modules in their area of specialty.

Whereas, any candidate who completes all the mandatory executive modules, assignments, field work/ capstone project and examinations will be awarded an Advanced Diploma Certificate.

A custom-made training is available on request to meet the specific requirements of any organization. The client can set objectives, topics, course duration and number of participants.
